I believe it is a consequence of the tag selecting system, in which people (with rating above 1900+ I think) can add tags to problems. The window of time in which these can be modified is generally closed some time later, and with poor oversight, some such troll tags can remain in the problem if no attention is drawn to the issue.
Div4 problem A solved using fft, suffix array and chinese remainder theorem. makes sense.
