despite I solved about 150 (*1400~2100) problems

I'm not sure how to even comprehend

at this point it seems everything I've been doing with cp is like cope.

read whole chapter about dp, go over tutorial, look redcoders code

solving hundreds of problem and still have no clue how to start problem like 1969C - Minimizing the Sum (last Edu round third problem).

seriously what should I do

Just as a side note, in my opinion, the last edu round’s C was a little harder than usual.

I'm gonna go and say some obvious thing, that's always mentioned in such blogs: you've solved only about 45 problems out of 150 with rating >= 1600. And only about 3 of them are >= 1800. The conclusion is: solve more harder problems, preferably without editorial

it also took me a year to become cyan and then now one year after that I am blue

so i guess new year new name color is good pace dont worry

In my opinion, codeforces problems are too tricky, most of the time it needs logic / observation / math. So even if you learn new technique, most of the time you won't apply it.
If you want a clearer progress: learn new things => apply them in contests and increase rating, I suggest you try other sites.
