Am I the only one who thinks the pretests were too weak ? Tons of C submissions are getting hacked.

The tests in Educational rounds are weak in purpose, so I don't think they can be too weak. The purpose is that there are hacks and that the tests are incomplete.

Our ability to process such problems are limited, so actually the test suites from the jury are expected to end up incomplete — we are looking forward to your hacks!
