In the upcoming Div1+Div2 contest, BenQ is participating with ~3800 rating, although he's not on the Top Rated list on CF. How and why is that?

his rating was too high so it overflowed from MAX_INT+1 to MIN_INT. His rating is now –2147483648, and has, despite all odds, now become the lowest rated user on cf.

He hasn't competed in more than six months so he's considered as inactive.
