It's been a lot of time since codeforces hosted a round. It's all cups these days or unrated rounds,I'm not complaining.I'm just wondering why the rounds are gone,and are they coming back,if so when?

May be it would worth to make Educational rounds rated?
Well I think educational round should be left unrated for newbies and the ones who want to train without affecting their rate. But still it wouldn't be such a bad idea.
