Use oj.uz!!!!!!!!! The site looks korean, but most of the statements are in English. It has loads of OIs (notably IOI, APIO among others) — check https://oj.uz/problems/source for the full list.

Assuming you mean live contests, some people I know consider dmoj contests to be like a hybrid between oi and cf style contests.

Not exactly a website, but OI Checklist is a good compilation of regional and other OI contests, with links to OJ's that contains the problems to submit

Try the Olympic category of baekjoon online judge. It contains many problems from past contests. You can also find some other contests by searching for keywords like "OI" or "Olympic" in Gym.

There are also contests where their problems are not in English. Some OJs contains problems from these contests, but maybe there are no translations of the problems. Such as UOJ(in Chinese), LOJ(in Chinese), szkopuł(in Polish), OIOIOI(in Polish) and some Russian Contests(in Russian)
